This is an important provision stipulated in Circular 25/2011/TT-BTTTT guiding activities on organizing Ceremony of special issue of postage stamps in Vietnam, issued by the Minister of Information and Communications on September 26, 2011.

According to Article 5 of Circular 25/2011/TT-BTTTT, the method of decorating the venue for the Ceremony of special issue of postage stamps in Vietnam is prescribed as follows:
- The name of the Ministry of Information and Communications.
- The name of the coordinating organization/unit (ministries, committees, central agencies, provincial/municipal People's Committees, both domestic and foreign organizations).
- The name of the unit assigned to organize the special issuance ceremony.
- The name of the stamp set organized for special issuance.
- The name of the venue, the day, month, and year of the special issuance ceremony.
- The images of the stamp set organized for special issuance. In the case of using enlarged stamp images or projection means, the stamp images shall not be printed on the backdrop as stipulated in Clause 2, Article 5.
In cases where the issuance ceremony involves foreign elements, the above contents shall be supplemented with the appropriate language.
Enlarged stamp images and stamp blocks used for the special issuance ceremony shall be of a size suitable to the area and space of the venue, but the magnified stamp images shall not be smaller than 15 times the size of the original stamp, and the magnified stamp block images shall be no smaller than 10 times the size of the original block.
Tables and chairs for signing and stamping the special issuance covers shall be arranged based on the number of delegates signing and stamping.
Other items such as potted plants, panels, banners with imprinted stamp images, flags, and slogans shall be hung and displayed in positions both inside and outside the venue to ensure aesthetics and create a solemn, cheerful, and lively atmosphere.
More details can be found in Circular 25/2011/TT-BTTTT, which comes into effect in Vietnam from January 01, 2012.
