On September 18, 2024, the Minister of Education and Training issued Circular 11/2024/TT-BGDDT stipulating the codes, standards for occupational titles, and salary classification for student counseling officers in public general educational institutions and specialized public schools.
Specifically, Article 19 of Circular 11/2024/TT-BGDDT outlines guidelines for the salary classification of student counseling officers in public general educational institutions and specialized public schools in Vietnam starting from November 4, 2024, as follows:
- Public employees appointed to the occupational title of student counseling under this Circular are to apply the salary schedule for public employees in Table 3 (the professional and career salary table for officials and public employees in state public service providers) promulgated with Decree 204/2004/ND-CP on salary policies for officials and public employees and armed forces. Specifically:
+ Occupational title of student counseling officer, Grade III (code V.07.07.24), applies the salary coefficient of public employee category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
+ Occupational title of student counseling officer, Grade II (code V.07.07.23), applies the salary coefficient of public employee category A2 (group A2.2), from a salary coefficient of 4.00 to a salary coefficient of 6.38;
+ Occupational title of student counseling officer, Grade I (code V.07.07.22), applies the salary coefficient of public employee category A2 (group A2.1), from a salary coefficient of 4.40 to a salary coefficient of 6.78.
- Salary reclassification for student counseling officers upon promotion in occupational titles and in cases of recruitment and appointment to the position of student counseling officer from other specialized branches of officials and public employees shall comply with the guidance in Circular 02/2007/TT-BNV on salary classification upon rank elevation, rank transfer, and type transfer of officials and public employees and as per current legal regulations.
With the implementation of the new salary policy, the transition to the new salary shall follow the regulations of the Government of Vietnam.
The appointment of student counseling officers in public general educational institutions and specialized public schools in Vietnam will be carried out following Article 8 of Circular 11/2024/TT-BGDDT. To be specific:
- Appointment to the occupational title of student counseling officer, Grade III (code V.07.07.24), for public employees recruited to the position of student counseling officer and fulfilling the internship requirements, as per regulations, or other officials and public employees currently engaged in student counseling work in public general educational institutions who meet the criteria specified in clause 2, Article 4 of Circular 11/2024/TT-BGDDT;
- student counseling officers, Grade III (code V.07.07.24), are appointed to the occupational title of student counseling officer, Grade II (code V.07.07.23), upon being identified as successful candidates in the promotion examination from grade III to grade II or other officials and public employees with equivalent ranks transferred to student counseling work in public general educational institutions meeting the criteria specified in clause 2, Article 5 of Circular 11/2024/TT-BGDDT;
- student counseling officers, Grade II (code V.07.07.23), are appointed to the occupational title of student counseling officer, Grade I (code V.07.07.22), upon being identified as successful candidates in the promotion examination from grade II to grade I or other officials and public employees with equivalent ranks transferred to student counseling work in public general educational institutions meeting the criteria specified in clause 2, Article 6 of Circular 11/2024/TT-BGDDT.
