Below is the methods for establishing economic-technical norms for medical quarantine services at public medical facilities in Vietnam.

On November 27, 2024, the Minister of Health of Vietnam issued Circular 41/2024/TT-BYT providing guidance on the establishment of economic-technical norms for health quarantine and preventive healthcare services at public health facilities.
According to Article 4 of Circular 41/2024/TT-BYT, the methods for establishing economic-technical norms for health quarantine and preventive healthcare services at public health facilities in Vietnam are as follows:
(1) Standard method: Establish norms based on standards, technical procedures, and technical regulations as stipulated by competent state agencies.
(2) Statistical and synthetic method: Establish norms based on analysis of data collected over previous periods (within the last 3 consecutive years) related to the consumption levels of materials and direct labor for performing one service.
(3) Analytical and experimental method: Establish norms based on scientific and practical foundations through surveys at units (photography, timing, other measuring techniques) to determine the consumption levels of materials and direct labor for performing one service.
(4) Expert method: Utilize the experience of experts in the field to assess technical requirements and work content necessary to determine the consumption levels of materials and direct labor for performing one service.
Note: The economic-technical norms can be established using one or multiple methods as provided in the aforementioned clauses. If a competent state agency has issued standards, technical procedures, or technical regulations, then the method prescribed in clause (1) must be applied.
The establishment of economic-technical norms for health quarantine and preventive healthcare services at public health facilities in Vietnam must adhere to the following principles:
- Economic-technical norms must be established based on standards, technical procedures, and technical regulations (if available) as stipulated by competent state agencies; ensuring accuracy and comprehensiveness in terms of necessary cost (including losses) for performing one service.
- For types of materials that are directly used for multiple service instances and have manufacturer guidance on the number of uses (with recommendations for replacement after certain usage instances), the consumption shall be determined based on the manufacturer's guidance.

According to Article 2 of Circular 41/2024/TT-BYT: - Health quarantine and preventive healthcare services at public health facilities are services in the field of health quarantine and preventive healthcare provided to individuals, organizations, and businesses by public service providers under the regulations of the law on pricing. - Direct material norm is the consumption level of raw materials, materials, tools, medicines, chemicals, tools, fuel, energy, and other materials (hereinafter referred to as materials) directly used for performing one service. - Direct labor norm is the required labor input in terms of the number of workers (including outsourced individuals), the necessary labor time directly used for performing one service. |
Circular 41/2024/TT-BYT comes into effect on January 13, 2025.
