On November 15, 2018, the Ministry of Industry and Trade issued Circular No. 46/2018/TT-BCT specifically stipulating the method for determining the cost of ancillary services for voltage regulation.
Circular 46 stipulates that the total cost of ancillary services for voltage regulation is determined by the compensation running costs of the power plants providing the ancillary services during the time the generating units are mobilized for compensation running (Rcb), as follows:
Where:
- Rcb: Amount that the Buyer must pay to the Seller for the portion of electricity received for compensation running (in VND);- D: Total number of days in the month;- d: Trading day during which the electricity is received for compensation running;- Acb: Amount of electricity received for compensation running, determined according to the report of electricity received for compensation running issued by the System and Electricity Market Operator (in kWh);- Gsx: Retail electricity price corresponding to peak hours, off-peak hours, and normal hours for production sectors according to the voltage level used for compensation running as specified by the competent State authority (in VND/kWh);- Cbd: Maintenance costs for compensation running equipment (if any).
At the same time, Circular 46 also regulates the payment period for compensation running costs for voltage regulation to be agreed upon by both parties in the ancillary services contract for voltage regulation.
