Circular 12/2018/TT-BGTVT was issued on March 28, 2018. Notably, this document stipulates the reporting methods for response efforts and damages when natural disasters occur.
To be specific, according to the guidelines in Circular 12/2018/TT-BGTVT, the methods for reporting on response efforts and damage when natural disasters occur include:
1. Urgent Reports: These are conducted before, during, and after the natural disaster makes landfall or an emergency flood, flash flood, landslide, or other serious incident is announced.
- Before a natural disaster, organizations and individuals must submit a report on disaster preparedness, the status of vessels (total number of vessels, number of crew members, arrangements for passengers for passenger-carrying vehicles, mooring arrangements for vessels) according to the specific times and content as follows:- 36 hours prior, waterway transport enterprises; managers and operators of inland waterway ports; units performing inland waterway maintenance must submit reports to the agencies specified in Clause 1 Article 5 of Circular 12/2018/TT-BGTVT;- 30 hours prior, these agencies must compile and report to the Vietnam Inland Waterways Administration, including basic contents: the status of vessels; infrastructure protection efforts; duty personnel; forces, vehicles, and equipment for disaster response; professional measures directed and guided for agencies, units, organizations, and individuals in disaster prevention;- 24 hours prior, the Vietnam Inland Waterways Administration compiles and reports to the Ministry of Transport.- During the disaster, report on the progress of the disaster and serious incidents (initial damage to people, vessels, houses, constructions, inland waterway traffic infrastructure). Specifically:- Agencies specified in Clause 1 Article 5 of Circular 12/2018/TT-BGTVT are on duty 24/7, reporting once or twice a day (before 8:00 AM and 4:00 PM) for winds of level 10 or above to the Vietnam Inland Waterways Administration. In case of a serious incident, report immediately to higher authorities for instruction and resolution;- The Vietnam Inland Waterways Administration is on duty 24/7, reporting once a day to the Ministry of Transport; in case of a serious incident, report immediately as specified.- Reporting methods: before, during, and after the natural disaster, reports can be sent by means such as telephone, official dispatch, or Fax, email to ensure promptness, with the official document sent by postal mail.
2. Damage Situation Reports
- Quick Report:- During the natural disaster and immediately after the disaster ends, the agencies specified in Clause 1 Article 5 of Circular 12/2018/TT-BGTVT directly inspect or use information from relevant units, agencies, organizations, and individuals within the managed area to report preliminary damage caused by the disaster for the Vietnam Inland Waterways Administration to compile and report to the Ministry of Transport. Reporting mode includes telephone or Fax or email;- Report content: regarding channel situation, damage to people, vehicles, inland waterway traffic infrastructure, and other infrastructure on inland waterways (if any).- Detailed Report:- No later than 3 days from the end of the disaster, the agencies specified in Clause 1 Article 5 of Circular 12/2018/TT-BGTVT organize inspections, classify and accurately assess the damage and report to the Vietnam Inland Waterways Administration to compile and report to the Ministry of Transport;- Report content should fully detail the progress of the disaster, command efforts, consolidated damage, disaster recovery costs, and recommendations (if any).
