On May 30, 2014, the Ministry of Science and Technology issued Circular 11/2014/TT-BKHCN regulating the evaluation and acceptance of results of national-level science and technology tasks funded by the state budget.
Method of Evaluation and Classification for National-Level Science and Technology Tasks (Illustration)
Circular 11/2014/TT-BKHCN stipulates the method of evaluation and classification for national-level science and technology tasks as follows:
- Each type of product of the task is evaluated on criteria of quantity, volume, and quality of the product according to the following three levels: “Excellent” if it exceeds the ordered requirements; “Satisfactory” if it meets the exact requirements; “Unsatisfactory” if it does not meet the requirements.- The final report evaluating the task performance is categorized as follows: “Excellent” if the final report is completed and meets the required standards; “Satisfactory” if the final report needs amendments or additions but can be completed; “Unsatisfactory” if it fits neither of the above cases.- Overall evaluation of the task in the following three levels: “Excellent” if all product criteria achieve “Excellent” and the final report is “Satisfactory” or higher; “Satisfactory” if it meets simultaneously the following requirements: All criteria for the quality and type of product are “Satisfactory” or higher; at least 3/4 criteria for the quantity and volume of product are “Satisfactory” or higher (products that fail in quantity or volume must still ensure at least 3/4 of the ordered requirements), and the final report is “Satisfactory” or higher; “Unsatisfactory” if it does not meet the above or the application is submitted more than 06 months late from the end of the contract or the extended period (if any).
- “Excellent” if at least 3/4 of the council members present agree on the “Excellent” rating, and no member rates it as “Unsatisfactory”;- "Unsatisfactory" if more than 1/3 of the council members present rate it as “Unsatisfactory”;- “Satisfactory” if it does not fall under the two above categories.
The leading ministry collaborates with the council chairman to inspect and supervise the completion of the task evaluation dossier. The council chairman confirms the completion of the dossier by the task manager.
