1. What does the economic - technical norm for public administrative service funded by state budget in journalism include?

According to Clause 2, Article 3 of Circular 05/2024/TT-BTTTT, the economic - technical norm for public administrative service funded by state budget in journalism under the state management scope of the Ministry of Information and Communications includes direct costs for labor, material costs, equipment costs, and other costs (if any) to complete a unit of product eligible for publication or broadcasting on media or a volume of work of public service under specific conditions suitable to the actual organization of production and service provision.

2. Method for constructing economic - technical norms for public administrative service funded by state budget in journalism in Vietnam

The method for constructing economic - technical norms for public administrative service funded by state budget in journalism is specifically stipulated in Article 7 of Circular 05/2024/TT-BTTTT as follows:

- Methods for constructing economic - technical norms:

+ The statistical and synthesis method is based on annual statistical data or data from reporting periods (the statistical data must ensure reliability and legality for at least three consecutive years leading up to the time of constructing economic - technical norms) and actual experience or comparative parameters to build economic - technical norms.

+ The comparative method is based on the norms of equivalent work, products, and services that have been or are being implemented in practice to construct economic - technical norms.

+ The standard method is based on the legal standards and regulations on labor time, rest policies, equipment, and material consumption to build labor norms, equipment norms, and material norms for each job or group of jobs.

+ The empirical analysis method involves organizing surveys and experiments according to each process and content of work carried out under the current organizational-technical conditions of the unit. The results of the surveys and experiments are used to analyze and calculate each factor constituting the norm.

+ The synthesis method combines several methods mentioned in points a, b, c, and d of Article 7 of Circular 05/2024/TT-BTTTT.

- Media agencies organize the construction of norms based on practical conditions to choose and apply the methods prescribed in Clause 1, Article 7 of Circular 05/2024/TT-BTTTT.

3. Basis for constructing economic - technical norms for public administrative service funded by state budget in journalism in Vietnam

According to Article 6 of Circular 05/2024/TT-BTTTT, the basis for constructing economic - technical norms for public administrative service funded by state budget in journalism includes:

- Being on the list of public services using the state budget issued by competent authorities;

- Current legal regulations on labor working policies.

- Actual operating conditions of the unit regarding human resources, physical facilities, technical infrastructure, and the organizational capacity for public service provision of the unit.

- Statistical data, actual survey data, and relevant documents related to the content of constructing economic - technical norms.
