Method for determining the maximum load of surface water quality parameters in Vietnam

On December 29, 2017, the Ministry of Natural Resources and Environment (Hanoi, Vietnam) issued Circular 76/2017/TT-BTNMT stipulating specific methods for determining the maximum load of surface water quality parameters in Vietnam.

Circular 76 stipulates the determination of the maximum load of surface water quality parameters according to the formula:

Ltđ = Cqc x QS x 86.4

Where:

- Cqc: the limit value of the surface water quality parameters according to technical regulations on surface water quality corresponding to the water use purpose of the river segment, measured in mg/l;

- QS: the flow rate of the evaluated river segment and is determined according to the provisions in Clause 2 of this Article, measured in m³/s;

- The value 86.4 is the dimension conversion factor (converted from units of mg/l, m³/s to units of kg/day).

The flow rate of the evaluated river segment, as approved by the competent authority for wastewater acceptance capacity and load-bearing capacity, is considered and decided based on the minimum flow already approved by the competent authority. In cases where the minimum flow of the river segment has not been determined, the flow rate is to be considered and determined within the range from the minimum monthly flow to the average flow of the three (03) smallest months.
