Method for Determining Funding for Housing Development Programs

On June 30, 2016, the Ministry of Construction issued Circular 19/2016/TT-BXD guiding the implementation of certain contents of the Law on Housing and Decree 99/2015/ND-CP detailing and guiding the implementation of certain articles of the Law on Housing.

The construction budget for the local housing development program is determined according to the following formula:

CT = C1 + C2

CT: is the total cost for establishing, verifying, managing, and announcing the housing development program.

C1: is the total cost to establish the housing development program, determined as follows:

C1 = Cchuan x H1 x H2 x K

Where:

- Cchuan = 400 (million VND): is the cost to establish the housing development program for a standard area.- H1: is the coefficient for work conditions and the level of economic - social development of the locality.- H2: is the coefficient for the scale of the natural area of the locality.- K: is the adjustment coefficient for the consumer price level.

C2: is the total cost for verifying, managing, and announcing the program, calculated as 15.6% of C1.
