Regarding this issue, LawNet would like to answer as follows:

On October 28, 2023, the Prime Minister of Vietnam issued Decision 1268/QD-TTg on establishing a Steering Committee to arrange administrative units at district and commune levels for the period 2023–2030.

Specifically, the Prime Minister decided to establish a Steering Committee to arrange administrative units at district and commune levels for the period 2023–2030 (hereinafter referred to as the Steering Committee).

This is an interdisciplinary coordination organization with the function of helping the Prime Minister research, direct, and coordinate to resolve important interdisciplinary issues in implementing the arrangement of district and commune-level administrative units for the period 2023–2030 and will self-dissolve after completing the tasks.

In particular, members of the Steering Committee to arrange administrative units at district and commune levels for the period 2023–2030 include:

(1) Head of the Committee: Deputy Prime Minister Tran Luu Quang.

(2) Standing Deputy Head: Minister of Home Affairs Pham Thi Thanh Tra.

(3) Deputy Heads:

- Deputy Minister of Home Affairs, Nguyen Duy Thang;

- Deputy Chairman of the Government Office, Cao Huy.

(4) Commissioners:

- Representatives of leaders of ministries and ministerial-level agencies:

+ Deputy Minister of Public Security, Lieutenant General, Luong Tam Quang;

+ Deputy Chief of General Staff of the Vietnam People's Army, Senior Lieutenant General Huynh Chien Thang;

+ Deputy Minister of Planning and Investment, Tran Duy Dong;

+ Deputy Minister of Construction, Nguyen Tuong Van;

+ Deputy Minister of Justice, Dang Hoang Oanh;

+ Deputy Minister of Finance, Vo Thanh Hung;

+ Deputy Minister of Natural Resources and Environment, Nguyen Thi Phuong Hoa;

+ Deputy Minister of Culture, Sports, and Tourism, Hoang Dao Cuong;

+ Deputy Minister of Information and Communications Nguyen Thanh Lam;

+ Deputy Chairman of the National Assembly's Law Committee, Nguyen Phuong Thuy.

Duties and powers of the Steering Committee to arrange administrative units at district and commune levels for the period 2023 - 2030 in Vietnam

According to Article 4 of Decision 1268/QD-TTg, the Steering Committee for implementing the arrangement of district and commune-level administrative units for the period 2023–2030 has the following tasks and powers:

- Research and propose to the Prime Minister directions and solutions to solve important, interdisciplinary issues regarding the arrangement of district and commune-level administrative units in the period 2023–2030.

- Assist the Prime Minister in directing ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and centrally run cities in solving important, interdisciplinary issues on implementing the arrangement of district and commune-level administrative units for the period 2023 - 2030.

- Help the Prime Minister urge ministries, branches, and localities to implement the arrangement of district and commune-level administrative units for the period 2023–2030 in accordance with the regulations of the Politburo, the National Assembly Standing Committee, and the Government.

- Perform other specific tasks assigned by the Prime Minister.
