On February 14, 2024, the Prime Minister issued Decision 177/QD-TTg on the establishment of the National Council for Science, Technology, and Innovation.
Members of the National Council for Science, Technology, and Innovation in Vietnam
The National Council for Science, Technology, and Innovation is an interdisciplinary coordination organization with the function of helping the Prime Minister research, direct, and coordinate to solve important interdisciplinary issues in building and organizing the implementation of policies, strategies, mechanisms, and policies to promote the development of science, technology, and innovation.
The National Council for Science, Technology, and Innovation includes the following members:
(1) Chairman of the Council: Prime Minister.
(2) Vice Chairman of the Council:
- Standing Vice Chairman of the Council: Deputy Prime Minister Tran Luu Quang;
- Vice Chairman of the Council: Minister of Science and Technology.
(3) Commissioners:
- Minister of Planning and Investment;
- Minister of Finance;
- 01 leader of the Ministry of Home Affairs;
- 01 leader of the Ministry of Education and Training;
- 01 leader of the Ministry of Information and Communications;
- 01 leader of the Ministry of Industry and Trade;
- 01 leader of the Ministry of Agriculture and Rural Development;
- 01 leader of the Ministry of Public Security;
- 01 leader of the Ministry of National Defense;
- 01 leader of the Government Office;
- 01 leader of the Ministry of Science and Technology;
- President of Vietnam Academy of Science and Technology;
- President of Vietnam Academy of Social Sciences;
- Chairman of Hanoi People's Committee;
- Chairman of Ho Chi Minh City People's Committee;
- Chairman of the People's Committee of Da Nang city;
- Director of Hanoi National University;
- Director of Ho Chi Minh City National University;
- 01 leader at Department level, Government Office, Secretary General;
- Some experts, managers, and scientists in the fields of science, technology, and innovation (proposed by the Minister of Science and Technology).
The Minister of Science and Technology synthesizes and reports to the Chairman of the Council to approve the list of Council members.

The National Council for Science, Technology, and Innovation has the following tasks:
- Research, advise, recommend, and propose to the Prime Minister directions and solutions to solve important, interdisciplinary issues in formulating and organizing the implementation of guidelines, strategies, mechanisms, and policies to promote the development of science, technology, and innovation.
- Assist the Prime Minister in directing and coordinating between ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and cities in the process of promoting science, technology, and innovation to contribute to socio-economic development, national defense and security, and international integration.
- Perform other tasks assigned by the Prime Minister.

- Members of the National Council for Science, Technology, and Innovation work according to the Council's operating regulations issued by the Chairman of the Council. The Chairman of the Council and the Standing Vice Chairman of the Council use the seal of the Prime Minister; the Vice Chairman of the Council is the Minister of Science and Technology, using the seal of the Ministry of Science and Technology.
- The Ministry of Science and Technology is the standing agency of the National Council for Science, Technology, and Innovation. The Minister of Science and Technology uses the existing apparatus and organizes a specialized department to assist the Council, ensuring no increase in payroll.
- Members of the Council work on a part-time basis, promote personal responsibility, and enjoy benefits according to current regulations.

Decision 177/QD-TTg takes effect on February 14, 2024.
