Circular 11/2014/TT-BKHCN stipulates that the council meeting shall be organized within 30 days from the date of the decision to establish the council. The Council shall only conduct meetings when the following requirements are met in Vietnam:

- The task management unit has received all written comments from all council members and the verification comments from the Expert Group (if any) at least 01 working day before the council meeting;- The council meeting must have at least 2/3 of the council members present, including the chairman or authorized vice-chairman, and 02 review members and the scientific secretary.

Components attending the council meetings:

- Council members, task managers, representatives of the host organization, representatives of the supervisory agency, representatives of relevant units under the Ministry leading the task, and other members invited by the Ministry leading the task if necessary;- The Ministry leading the task shall assign an administrative secretary to assist in the preparation of materials and the organization of the council meetings.

Council meeting agenda:

- The administrative secretary shall announce the decision to establish the council and introduce the members and participants;

- A representative of the Ministry leading the task shall present the main content and requirements for evaluation and acceptance as stipulated in this Circular;

- The chairman of the council shall preside over the council meetings. In case of the chairman’s absence, the chairman shall authorize the vice-chairman in writing to preside over the meeting.
