The Ministry of Health of Vietnam issued Decision 2112/QD-BYT in 2023 on the assignment of areas for examination and assessment and specific tasks to the standing body of the Central Medical Assessment Council.

1. Medical assessment area of the Central Medical Assessment Council in Vietnam

- The Central Medical Assessment Council I shall conduct medical assessment for subjects who are working, residing, or living in the following provinces and cities: Hanoi, Hai Phong, Quang Ninh, Ha Giang, and Lang Son, Tuyen Quang, Lao Cai, Cao Bang, Yen Bai, Lai Chau, Dien Bien, Son La, Phu Tho, Vinh Phuc, Bac Can, Thai Nguyen, Bac Giang, Bac Ninh, Hai Duong, Hung Yen, Hoa Binh, Ninh Binh, Nam Dinh, Ha Nam, Thai Binh, Thanh Hoa, Nghe An and Ha Tinh.

- The Central Medical Assessment Council II shall conduct medical assessments for subjects who are working, residing, or living in the following provinces and cities: Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Kon Tum, Gia Lai, Dak Lak and Dak Nong.

- The Central Medical Assessment Council III conducts medical assessments for subjects who are working, residing, or living in the following provinces and cities: Khanh Hoa, Ninh Thuan, Binh Thuan, Tay Ninh, Binh Duong , Binh Phuoc, Dong Nai, Lam Dong, Ba Ria - Vung Tau, Ho Chi Minh City, Long An, Tien Giang, Ben Tre, Vinh Long, Can Tho, Tra Vinh, Hau Giang, Soc Trang, An Giang, Dong Thap, Kien Giang, Bac Lieu, and Ca Mau.

2. Specific tasks for the standing body of the Central Medical Assessment Council in Vietnam

- The standing body of the Central Medical Assessment Council in Vietnam is a unit with the specialized function of medical assessment decided by the Minister of Health, including:

+ Standing body of the Central Medical Assessment Council I;

+ Standing body of the Central Medical Assessment Council II;

+ Standing body of the Central Medical Assessment Council III.

- Duties of the Standing Body of the Central Medical Assessment Council I:

+ Perform the tasks specified in Article 12 of Circular 01/2023/TT-BYT and other relevant laws;

+ Carry out directing, inspecting, supervising, training, continuing training, professional training, and medical assessment skills nationwide; conducting scientific research; advising on proposals; participating in the development of legal policies and professional regulations in the field of medical assessment;

+ Annually synthesize reports on the results of medical assessment activities by standing agencies of the Medical Assessment Council and units nationwide to send to the Ministry of Health (via the Department of Medical Examination and Treatment);

+ Perform other tasks assigned by the Medical Examination and Treatment Administration and the Director of Bach Mai Hospital.

- Duties of the standing body of the Central Medical Assessment Council II:

+ Perform the tasks specified at Point a, Clause 2, Article 2 of Decision 2112/QD-BYT;

+ Coordinating the implementation of line direction, inspection, supervision, training, continuous training, professional training, and medical assessment in the provinces and cities as assigned in Clause 2, Article 1 of Decision 2112/QD-BYT, to participate in scientific research, advise on proposals, and participate in formulating legal policies and professional regulations in the field of medical assessment;

+ Annually, the focal point for summarizing and reporting the results of medical assessment activities in the provinces and cities, as assigned in Clause 2, Article 1 of Decision 2112/QD-BYT, sends it to the Standing body of the Central Medical Assessment Council I for synthesis according to regulations;

+ Perform other tasks assigned by the Medical Examination and Treatment Administration and the Director of Da Nang C Hospital.

- Duties of the standing body of the Central Medical Assessment Council III

+ Perform the tasks specified at Point a, Clause 2, Article 2 of Decision 2112/QD-BYT;

+ Coordinate the implementation of line direction, inspection, supervision, training, continuous training, professional training, and medical assessment in the provinces and cities as assigned in Clause 3, Article 1 of Decision 2112/QD-BYT; participate in scientific research; advise and propose; participate in the development of legal policies and professional regulations in the field of medical assessment;

+ Annually, the focal point for summarizing and reporting the results of medical assessment activities in the provinces and cities as assigned in Clause 3, Article 1, and sending it to the Standing body of the Central Medical Assessment Council I to aggregate according to regulations;

+ Perform other tasks assigned by the Medical Examination and Treatment Administration and the Director of Cho Ray Hospital.
