Mechanism for Management and Utilization of Fees in the Inland Waterway Sector

In 2016, the Ministry of Finance issued Circular 198/2016/TT-BTC, stipulating the rates, collection policies, payment, management, and use of fees and charges in the fields of inland waterways and railways.

According to Circular 198/2016/TT-BTC, fees and charges in the fields of inland waterways and railways are managed and utilized as follows:

- The fee-collecting organization can retain 90% of the collected fees to cover the costs of providing services, fee collection, and submit 10% to the state budget; except in the following cases.- In cases where the fee-collecting organization is a state agency that is not subject to cost allocation from fee collection as stipulated in Clause 1, Article 4 of Decree 120/2016/ND-CP, they must submit 100% of the collected fees to the state budget. The costs for providing services and fee collection will be covered by the state budget.

Refer to the relevant regulations in Circular 198/2016/TT-BTC, effective from January 1, 2017.
