On November 18, 2022, the Vietnam Aviation Administration issued Directive 5706/CT-CHK on strengthening aviation safety during the New Year and Lunar New Year 2023.

The Vietnam Aviation Administration requires agencies and units to seriously implement the following contents:

The Vietnam Aviation Administration requires airlines and maintenance organizations to:

- Require aircraft pilots, flight attendants, and aircraft maintenance staff to strictly comply with standard operating procedures approved by the CAAV, which focus on pre-flight preparation to ensure all necessary information for the flight; Coordinate cross-checking of important information during the flight; Comply with regulations on aircraft operations in adverse weather conditions (wind shear, wind gusts, side winds, tail winds, heavy rainstorms, suddenly reduced visibility, etc.) at airports and aerodromes.

- Review and reasonably arrange resources (aircraft, aircraft pilots, aircraft maintenance staff, spare supplies, tools, and equipment, etc.) at airports to enhance the ability to fix aircraft failures and incidents, minimize downtime due to aircraft technical failures, and minimize flight delays and cancellations.

- Strictly comply with regulations on working time and rest time, avoiding violations of overtime by flight crew members and maintenance staff;

- Through the reliability program, add necessary items to the maintenance program for systems that are easily affected by operational time to minimize the impact of aircraft technical factors and equipment reliability on flight safety.

- Implement well the work of disseminating and training the aircraft pilot team on the instructions to improve the operational capacity of the CAAV at Tan Son Nhat International Airport to minimize the time taken up the runway.

- Develop a plan to increase flights, especially during peak periods, and arrange flights to operate at night to meet the travel needs of the people on a basis consistent with aviation infrastructure and ensuring security and safety; At the same time, there are measures and solutions to control and minimize flight delays and cancellations.

- Continue to raise awareness and be serious and highly responsible in the prevention of the COVID-19 epidemic.

To ensur security and safety when serving flights in Vietnam

The Vietnam Aviation Administration requires other aviation service providers to:

- Develop specific plans, options, and measures to ensure the ability to provide services during the New Year and Lunar New Year 2023 based on the unit's resources and the airlines' plans to increase flights;

- Strengthen inspection work to ensure security and safety when serving flights, passengers, and traffic at airports;

- Inspect, review, and supplement to ensure adequate forces, vehicles, and firefighting and emergency equipment to meet the approved plan;

- Require officials and employees to fully implement epidemic prevention measures while on duty in a spirit of awareness, seriousness, and responsibility in the prevention of the COVID-19 epidemic.
