Measures to Ensure Firefighting and Rescue for Buildings and Structures

This is the notable content stipulated in Circular 01/2020/TT-BXD promulgating the National Technical Regulation on Fire Safety for Buildings and Constructions.

Circular 01/2020/TT-BXD stipulates that houses and buildings must ensure fire fighting and rescue through the following solutions: structural, layout - spatial arrangement, technical - construction, and organizational solutions. These solutions include:

- Arranging roads for fire engines, fire engine parking places and access ways for firefighting forces and means, combined with functional roads and pathways of the building or separately.

- Arranging external fire ladders and ensuring other necessary means to bring firefighting forces and fire technical equipment to the floors and roofs of buildings, including the arrangement of elevators with “firefighting force transport” policies (herein referred to as firefighting elevators).

- Arranging fire water supply pipes, combined with drinking water supply pipes or separately, and when necessary, arranging water supply ports, water pipes into the building for firefighting forces, water pillars, water tanks or other fire water supply sources.

- Smoke protection for passageways within the building for firefighting forces.

- Equipping the building with personal and collective rescue means when necessary.

- Arranging and constructing fire prevention and firefighting stations (teams) suitable for the number of personnel and necessary firefighting technical equipment, meeting firefighting conditions on buildings or areas within the operational scope of these stations (teams) in accordance with current regulations.

Note: The selection of the above solutions depends on the fire resistance rating, structural fire hazard classification, and functional fire hazard group of the building.
