Measures to develop a flexible and effective labor market in Hanoi, Vietnam

On January 6, 2023, Hanoi city issued Official Dispatch 39/UBND-KGVX implementing measures to stabilize and develop a flexible, efficient, sustainable labor market and take care of workers' lives during the 2023 New Year and the Lunar New Year of the Cat.

To ensure jobs and income for workers, maintain stability, develop a safe, sustainable, and integrated labor market in the coming time, and focus on taking care of workers' lives during the 2023 New Year and Quy Mao Lunar New Year, the City People's Committee requests City Departments, branches, and People's Committees of districts and towns to focus on implementing the following tasks:

* Department of Labor, War Invalids, and Social Affairs:

- Review and evaluate the employment and labor needs of businesses; promote activities connecting labor supply and demand; consult and introduce jobs for workers; ensure timely labor supply to meet the production and business needs of businesses.

- Promote consulting and job introduction work for groups of workers who tend to move from struggling fields to other fields, especially during the Lunar New Year 2023; innovate the content and form of labor market information, ensuring quick and complete information updates.

- Direct the Hanoi Employment Service Center to increase the organization of job transaction sessions to advise and introduce jobs to workers; provide vocational training consulting for unemployed workers; introduce vocational training facilities to ensure conditions for unemployed workers (receiving unemployment benefits) to participate in vocational training and return to the labor market soon; At the same time, connect with recruitment businesses to help unemployed workers find new jobs and stabilize their lives.

- Chair and coordinate the People's Committees of districts, towns, and the Management Board of Hanoi Industrial and Export Processing Zones to guide and encourage businesses to take practical and effective measures to care for improving material and spiritual life and encourage workers to innovate, work together to overcome difficulties and challenges; and actively have solutions to restructure labor and prevent and handle labor disputes that may occur, especially during Tet.

- Coordinate with the People's Committees of districts, towns, and the Management Board of Hanoi Industrial and Export Processing Zones in regularly grasping the situation of production and business activities, recruitment, use of labor, and job cuts in the enterprise; promptly organize guidance and support for businesses to implement regimes and policies; and fully pay salaries and bonuses in accordance with the law, agreements, rules, and regulations of the business.

- Implement solutions to develop human resources, especially high-quality human resources; Vocational training programs are associated with the needs of businesses; vocational training for rural workers is associated with the process of restructuring the agricultural and rural economies.

- Implement appropriate labor market governance, gradually become modern and transparent, and connect with the national population database and other databases that serve as a basis for building and organizing the timely and effective implementation of the City's labor, employment, and social security policies.

* Hanoi Social Insurance:

- Continue to effectively implement Plan 192/KH-UBND, dated August 26, 2021; Plan 194/KH-UBND.

- Chair and coordinate relevant departments, branches, and People's Committees of districts and towns to synchronously deploy solutions to expand subjects participating in social insurance and health insurance and collect social insurance and health insurance debt.

- Organize and effectively deploy the Project "Improving the operational efficiency of the Hanoi City Employment Exchange system in the period of 2021–2025 and the following years" according to Decision 3362/QD-UBND dated July 13, 2021.

- Chair and coordinate with the Management Board of Hanoi Industrial and Export Processing Zones and People's Committees of districts and towns to effectively implement the Project "Developing labor relations in Hanoi city for the period 2021-2025 ” according to Decision 3374/QD-UBND dated July 13, 2021 to strengthen measures to stabilize labor relations; support parties to dialogue and resolve arising labor relations issues; Implement appropriate measures to prevent and minimize labor disputes and job abandonment; resolve labor disputes satisfactorily and effectively, arising requests; and prevent disputes from prolonging or resolving incompletely, affecting security, social order, and safety.

- Synthesize opinions and recommendations of agencies, businesses, and workers, resolve problems according to assigned functions and tasks, and report to the City People's Committee on contents beyond authority.
