Measures for the efficient and economical use of energy in transport activities in Vietnam (Illustrative Image)

in Article 4 of Circular 64/2011/TT-BGTVT stipulates the measures for the efficient and economical use of energy in transport activities in Vietnam as follows:

1. Transport Organization

- Organizations and individuals engaged in transport business must include the content of efficient and economical energy usage as a criterion when formulating transport organization plans. Priority should be given to plans that shorten transport distances, increase load utilization, and improve journey utilization coefficients.

- Encouraging organizations and individuals engaged in transport business to apply technology in management and transport operations; combining different transport modes to enhance the efficiency of energy usage within the unit's transport activities.

2. Investment and Management of Transport Means in Vietnam

Organizations and individuals engaged in transport business are responsible for:

- Developing and implementing fuel consumption norms in the enterprise; updating and perfecting these norms annually to promote efficient and economical energy usage as per legal regulations.

- Establishing and adhering to technical maintenance policies for transport means and equipment during exploitation and usage within the enterprise to maintain technical conditions and improve energy efficiency.

- Complying with the usage life span of transport means and planning the elimination of vehicles that do not meet the minimum energy efficiency standards as stipulated by current regulations.

3. Promoting the Application of New Technologies and Renewable Energy in Transport in Vietnam

Organizations and individuals within and outside the sector are permitted to combine resources as per current regulations to organize research, apply new technologies, and use new energy and renewable energy sources to enhance energy efficiency in transport operations.
