Measures for Organizing the Regulation and Control Work to Ensure Traffic Safety and Prevent Drifting Collisions

On September 07, 2017, the Ministry of Transport issued Circular 30/2017/TT-BGTVT specifying measures for organizing traffic control operations, ensuring traffic flow, and preventing floating collisions.

Circular 30 stipulates inland waterway navigation signals in cases where the navigation channel width is restricted to ≤ 1/2 of the current classified inland waterway technical channel width and a length of up to 200 meters.

Using 01 regulating station combining inland waterway navigation signals in the event:

- The navigation channel width is restricted to ≤ 1/2 of the current classified inland waterway technical channel width and the length is from 200 meters to under 500 meters;- The navigation channel width is restricted to >1/2 of the current classified inland waterway technical channel width and the length is up to 200 meters.

Circular 30 also stipulates the use of 01 regulating station combined with anti-drift measures at the upper stream and inland waterway navigation signals for locations known as black spots or potential traffic accident spots during the storm and flood season.

Using 02 regulating stations at the upper and lower streams combined with inland waterway navigation signals in the event:

- The navigation channel width is restricted to ≤ 1/2 of the current classified inland waterway technical channel width and the length is 500 meters or more;- The navigation channel width is restricted to >1/2 of the current classified inland waterway technical channel width and the length is over 200 meters;- For constructions crossing the inland waterways with restricted navigation channel width of ≥ 1/2 of the channel width or restricted vertical clearance of ≥ 1/2 of the construction's vertical clearance as per regulations.

Additionally, Circular 30 stipulates the use of 02 regulating stations and 01 central station (except in the case of channel closure) to perform anti-drift tasks in the event:

- Construction activities within the navigation channel with a construction period of over 5 days;- Bridge locations as stipulated during the storm and flood season.
