Means of Transport for Special Goods

According to Decree No. 21, special cargo transportation means by specialized vehicles on roadways or by rail, inland waterway, and air transportation must meet the conditions prescribed by law regarding road traffic, railway, inland waterway, air traffic, and other relevant legal regulations.

Specifically, special cargo transportation vehicles on roadways must adhere to the following conformities:

- The special cargo management agency arranges specialized vehicles and escort vehicles for transporting special cargo on roadways. Specialized vehicles transporting special cargo must ensure specialized technical means for protection purposes.- Each special cargo transportation trip on roadways must have 02 escort vehicles, with 01 leading the convoy and 01 following the specialized vehicle or convoy, except for special cases.- In cases where special cargo is transported on 01 specialized vehicle within a city, a district-level town, or simultaneously multiple convoys transport special cargo at the same time, and the direct managing authority of the special cargo requires it, the head of the People's Police unit responsible for the transportation security will base on actual conditions, consult and agree with the head of the requesting authority on the number of escort vehicles for each special cargo convoy.

It is to be noted that special cargo transportation means on railways must be equipped with necessary tools and materials to reinforce and stabilize the containers holding special cargo to ensure stability, firmness, and safety during transportation. Special cargo transportation means on railways are prioritized for transport serving special missions.
