On September 30, 2024, the Government of Vietnam issued Decree 118/2024/ND-CP guiding the Law on Execution of Criminal Judgments 2019.

1. Meals and clothing of foreign reformatory inmates in Vietnam from November 15, 2024

According to the provisions of Article 35 of Decree 118/2024/ND-CP, the meals and clothing of foreign reformatory inmates in Vietnam are as follows:

- Students are provided by the State with monthly rations including:

+ 20 kg of ordinary rice;

+ 1.5 kg of pork;

+ 1.5 kg of fish;

+ 0.5 kg of sugar;

+ 0.75 liters of fish sauce;

+ 0.1 kg of monosodium glutamate;

+ 0.5 kg of salt;

+ 17 kg of green vegetables;

+ 0.2 liters of cooking oil;

+ Other spices equivalent to 0.5 kg of ordinary rice;

+ Fuel equivalent to 17 kg of firewood or 15 kg of coal.

Food, groceries, and fuel must meet quality standards and be at average prices according to the local market.

Diet during holidays and Tet for students shall be implemented in accordance with legal provisions and Clause 1, Article 149 of the Law on Execution of Criminal Judgments 2019.

Article 149. Diet and Clothing of Students

1. Students are ensured standard rations of rice, green vegetables, meat, fish, sugar, fish sauce, cooking oil, monosodium glutamate, salt, and fuel.

On holidays and Tet as prescribed by law, students are allowed extra food, but the amount shall not exceed five times the normal daily standard.

Students are assured of hygienic food and beverages. The diet for students who are ill or injured is prescribed by a medical professional.

The principal of the reformatory school may adjust the aforesaid food rations to suit actual conditions to ensure students receive sufficient food standards. The principal of the reformatory school decides the diet for sick students based on the medical staff's proposal, but the total ration does not exceed twice the normal daily standard.

- The meals and clothing of reformatory inmates provided annually includes:

+ 02 sets of long clothes;

+ 01 set of long uniform;

+ 02 sets of underwear;

+ 02 pairs of plastic sandals;

+ 01 nylon raincoat;

+ 01 hard hat;

+ 01 fabric hat;

+ 03 face towels;

+ 03 toothbrushes;

+ 02 personal mats;

+ 800 g of toothpaste;

+ 3.6 kg of soap;

+ 800 ml of shampoo.

Students entering the reformatory school are provided with 01 mosquito net, 01 fiber blanket. From Da Nang northwards, each student is additionally provided with 01 warm coat, 02 pairs of socks, and 01 wool hat, 01 cotton blanket with a cover weighing no more than 02 kg for use over 02 years. Students complying for 12 months or more are provided twice (excluding the cotton blanket).

Students are allowed to bring essential personal belongings into the reformatory school to use as per the regulations set by the Ministry of Public Security. Female students are provided with necessary personal hygiene items equivalent to 03 kg of ordinary rice per student per month.

- This regulation applies uniformly to students in reformatory schools.

2. Meals and clothing of reformatory inmates in Vietnam

The meals and clothing of foreign reformatory inmates are stipulated in Article 149 of the Law on Execution of Criminal Judgments 2019 as follows:

- Students are ensured standard rations of rice, green vegetables, meat, fish, sugar, fish sauce, cooking oil, monosodium glutamate, salt, and fuel.

On holidays and Tet as prescribed by law, students are allowed extra food, but the amount shall not exceed five times the normal daily standard.

Students are assured of hygienic food and beverages. The diet for students who are ill or injured is prescribed by a medical professional.

- Annually, students are provided with clothing, blankets, mats, mosquito nets, and other personal things; female students are additionally provided with necessary personal hygiene items.

- The Government of Vietnam provides detailed regulations for Article 149 of the Law on Execution of Criminal Judgments 2019.

More details can be found in Decree 118/2024/ND-CP which comes into force in Vietnam from November 15, 2024.
