Maximum rapid HIV anti-test service fee is VND 52,000

The Ministry of Finance has just issued Circular 240/2016/TT-BTC regulating the maximum price of medical quarantine services and preventive healthcare at public medical facilities.

Accordingly, the subjects applicable to this Circular are public medical facilities providing services, organizations, individuals using the medical quarantine services, preventive healthcare services, and other related agencies, organizations, and individuals.

The Circular also specifies the maximum price for medical quarantine services and preventive healthcare services at public medical facilities. Specifically: blood test - urine test: Anti - HIV (rapid) is VND 52,000/test; Cholesterol and Hemoglobin are VND 29,000/test; Vitamin A in milk (HPLC method) is VND 130,000/test; Serum complement quantification is VND 30,000/test; HIV viral load measurement in blood using Real Time high technique (RNA as well as DNA) is VND 1 million/test; Mercury content determination in urine is VND 120,000/sample; Coproporphyrin content determination in urine is VND 78,000/sample...

Regarding vaccinations, the Circular specifies that the fee does not include the vaccine cost, with a rate for intradermal injection of VND 17,000/injection; subcutaneous injection of VND 14,000/injection; intramuscular injection of VND 10,000/injection...

Regarding the medical quarantine services, the Circular specifies that insect extermination (excluding chemical costs) for passenger aircraft with fewer than 300 seats is 45USD/aircraft; for passenger aircraft with 300 seats or more is 65USD/aircraft; for cargo aircraft is 35USD/aircraft...

In cases where the price is regulated in US Dollars, it shall be converted to Vietnamese Dong according to the buying exchange rate by wire transfer of the head office of the Joint Stock Commercial Bank for Foreign Trade of Vietnam at the time of service fee collection or at the end of the working day immediately preceding the holiday or day off.

The Circular also specifies that the medical quarantine service prices, preventive healthcare services prices specified in the Circular are prices that do not include Value Added Tax as prescribed in Clause 9, Article 5 of the Law on Value Added Tax and its amending and supplementing documents.

Circular 240/2016/TT-BTC takes effect from January 1, 2017 and replaces Circular 08/2014/TT-BTC dated January 15, 2014 of the Ministry of Finance stipulating the collection rates, collection, payment, management, and use of preventive healthcare fees, and medical quarantine fees.
