This is an important content in Circular 09/2012/TT-BNV issued on December 10, 2012 by the Ministry of Home Affairs on the procedures and matters regarding the recruitment, employment, and management of Vietnamese officials and public employees to be inspected.
Matters regarding appointment to and standards of professional titles of Vietnamese public employees to be inspected (Illustrative image)
Article 37, Circular 09/2012/TT-BNV stipulates the matters regarding appointment to and standards of professional titles of Vietnamese public employees to be inspected as follows:
- Authority to decide on the appointment to professional titles;
- Correspondence and compatibility with the job positions of each professional title of each public employee;
- Satisfaction of the conditions and standards of the professional title of Vietnamese public employees when being appointed to that professional title;
- Other matters as prescribed by law on the appointment to professional titles of Vietnamese public employees.
- Total number of professional titles of the inspected subjects during the inspection period;
- Satisfaction of the requirements of degrees, certificates, projects, theses, scientific works, and other related documents concerning the standards of professional titles of Vietnamese public employees;
- Other matters as prescribed by law on the standards of professional titles of Vietnamese public employees.
- Authority to decide on the change of professional titles;
- Consideration of the transfer of professional titles: Conditions and standards of public employees when considering the transfer of professional titles; process and procedures for consideration for change of professional titles;
- Other matters stipulated in Article 29 of Decree 29/2012/ND-CP dated April 12, 2012, of the Government of Vietnam and other legal regulations on the change of professional titles of Vietnamese public employees.
- Development of proposals and plans for examination or consideration for the promotion to the higher professional titles of the inspected subjects submitted to the competent authorities for approval;
- Establishment and performance of the duties of the examination or consideration council for the promotion to the higher professional titles of Vietnamese public employees;
- Stipulations of the inspected subjects on the standards, conditions, content, and forms of examination or consideration for the promotion to the higher professional titles of Vietnamese public employees;
- Organization of the receipt of applications and meeting the conditions and standards of the applications for promotion to higher professional titles;
- Organization of examination or consideration for the promotion to higher professional titles; marking exams or summarizing evaluation results; preparation of reports on examination or consideration results for the promotion to higher professional titles to the competent authorities; sending of notifications of examination results for the promotion to the higher professional titles to the candidates; re-marking of examination results (if any)
- The agencies or units assigned or decentralized to organize examination or consideration for the promotion to the higher professional titles must notify the examination or consideration results in writing to the competent authorities to issue decisions on the appointment to professional titles;
- Decisions on the appointment to professional titles and salary grading for public employees according to decentralization;
- Other matters stipulated in Section 2, Chapter III, Decree 29/2012/ND-CP dated April 12, 2012, of the Government of Vietnam and other legal regulations on the promotion to the higher professional titles of Vietnamese public employees.
