On August 7, 2024, the Government of Vietnam issued Resolution 119/NQ-CP on the scope and subjects of saving 5% of regular expenses in 2024.

Matters not subject to 5% reduction in regular expenses in Vietnam in 2024 

The matters not subject to 5% reduction in regular expenses in Vietnam in 2024  are detailed in the Appendix issued together with Resolution 119/NQ-CP. To be specific:

(1) Salary expenses, salary-related expenses, and personal expenses

- The 10% savings amount intended for salary reform in the 2024 budget estimate has been allocated by the competent authority according to regulations;

- Payment of salaries, allowances, salary-related contributions, and salary-like expenses;

- Cost of implementing social security policies decided by the competent authority; personal expenses according to policies (including streamlining staff expenditures; scholarships, and policies for students; support for difficult intellectuals; food money, bonus money as per policy regulations, expert rental, wages, and other personal expenses; wages, and personal expenses for statistical surveys, implementation of policies on forest protection and development; specific sector allowances including both money and in-kind; reimbursement of tuition fee exemptions and reductions as per policies; royalties fund, literary and artistic awards...);

(2) Expenses according to international commitments: Expenses from foreign capital sources; counterpart funds for ODA projects; membership fees; funds for implementing reconciliation agreements, awards, and decisions of international arbitration.

(3) Funds for procurement and repair tasks according to supply contracts signed before the Government of Vietnam issued this Resolution and to be continued in 2024; tender packages approved for contractor selection outcomes before the Government of Vietnam issued this Resolution.

(4) Funds for certain specific, important political, and professional tasks that are not subject to cuts:

- Funds for National Assembly sessions, activities of the Standing Committee of the National Assembly and National Assembly delegations; funds for propaganda, press serving National Assembly activities; funds supporting the construction of Laws, ordinances; funds supporting religious organizations, dignitaries, and religious officials in Vietnam; funds for producing reward items;

- Operational funds for Vietnamese representative agencies abroad and other Vietnamese agencies abroad; other national diplomatic activities of the Ministry of Foreign Affairs; funds supporting, protecting Vietnamese citizens and legal entities abroad; funds serving the external affairs of leaders of the Communist Party, State, National Assembly, and the Government of Vietnam;

- Funds for training foreign students in Vietnam and training Vietnamese students abroad under agreements; funds implementing training and capacity-building schemes abroad approved by the Prime Minister of the Government of Vietnam; funds for training and retraining officials;

- Funds for implementing national-level scientific and technological tasks; ministerial-level scientific and technological tasks transitioned from previous years to be completed in 2024; funds implementing technical cooperation tasks with certain countries according to Agreements or Protocols;

- Funds for activities supporting preventive healthcare (disease prevention, infectious disease control, specific professional tasks for preventive healthcare, primary healthcare, food safety, population tasks, vaccination procurement, drug testing, water, and pharmaceuticals...); operational funds directing the lines, providing professional guidance, transferring techniques, rotating specialized staff from higher-level hospitals to support lower-level hospitals to improve the quality of medical examination and treatment as approved; funds for medical examinations, treatment, and care for patients with mental illnesses, leprosy, tuberculosis at medical facilities;

- Operational funds serving court sessions, funds for investigation, prosecutorial duties and monitoring judicial activities of people's procuracies; funds for forensic examinations supporting the activities of judicial bodies, inspection, and auditing bodies; operational funds of the Jury, advance funds for enforcement operations, destruction of exhibits, notary funds; funds implementing reconciliation and dialogue according to the Law on Mediation and Dialogue at Court; compensation funds; funds implementing Ordinance 01/2022/UBTVQH15 on procedures for the People's Court to consider and decide on sending individuals from 12 to under 18 years old to compulsory rehab centers; funds implementing Ordinance 03/2022/UBTVQH15 on procedures for considering and deciding to apply administrative measures at the People's Court; funds supporting conditional early release of prisoners by the Court according to the Criminal Code as amended; funds supporting the execution of the death penalty;

- Career funds implementing National target Programs;

- Subsidies for newspapers, magazines, publishing, subsidy expenses; ordering and assigning tasks for providing public career products and public utility services;

- Funds for procuring sector uniforms, headquarters rental;

- Funds for purchasing rice for distribution according to the Decisions of the Prime Minister of the Government of Vietnam; funds for purchasing and printing tax and customs receipts to perform tax collection tasks.
