This content is addressed in the Regulations on Commendation of trade union organizations issued with Decision 999/QD-TLD of 2024.
In the principles of commendation and basis for commendation in Vietnam, it is stated:
- Commendations must be based on the conditions, standards, and achievements attained, where the competent authority commendations or proposes higher-level commendation for individuals with sufficient qualifications, standards, procedures, and documentation as prescribed.
- Focus on commendationing grassroots unions, especially unions in the non-state sector, individuals who are directly involved in labor, production, and individuals with numerous initiatives and creativity in work.
- The outcome of commendationing sudden achievements or thematic emulation is not used as a basis to propose higher-level commendations. When considering commendations, the head of the agency, organization, or unit must base it on the achievements of the collective under individual leadership.
- A form of commendation can be granted multiple times to an individual; however, multiple forms of commendations should not be given for a single achievement; commendation as achievements occur. Within the same level, if comprehensive commendation has been granted, thematic commendations are not given and vice versa.
- When multiple individuals or collectives meet the required conditions and standards, preference is given to selecting female individuals or collectives with a high female ratio for commendation consideration as per the regulations.
- The period of maternity leave for individuals as regulated is counted towards the evaluation for awarding emulation titles, forms of commendation. The evaluation period for commendationing the contribution process for eligible females is reduced by 1/3 compared to general regulations.
- No commendation or recommendation for commendation from higher authorities shall be made for individuals or collectives during the time an authorized agency is reviewing disciplinary action or investigating, inspecting, auditing in case of signs of violation or complaints, denunciations, corruption issues reported by the media and are being verified.
In the case of individuals or collectives facing disciplinary action, after completing the disciplinary period, if they achieve new accomplishments, the commendable achievements shall be counted from the time the disciplinary period was concluded.
- The Central Union sectors and equivalent, the Unions of Corporations under the General Confederation, shall only commendation collectives or individuals within their direct management of Provincial, City Labor Federations during specific thematic emulation launches; not regularly commendation collectives or individuals under the direct management of Provincial, City Labor Federations and vice versa.
- The next commendation proposal time is based on the timing of achievement recorded in the previous commendation decision. For commendation decisions without a recorded achievement time, the next proposal time is calculated based on the issuance date of the previous commendation decision.
According to Article 6 of the Regulations on Commendation of trade union organizations issued with Decision 999/QD-TLD of 2024, the title “Outstanding Union Member” in Vietnam is awarded to individuals who meet the following standards:
- Perform well the duties of members as prescribed in the Charter of the Vietnam Union;
- Fulfill assigned tasks effectively;
- Possess good ethics, exemplary adherence to the Party's guidelines, policies, laws of the State, and regulations of the agency or unit.
