On October 30, 2013, the Ministry of Natural Resources and Environment issued Circular 39/2013/TT-BTNMT stipulating economic-technical norms for hydrometeorological data collection.

- Rainfall measurement data: Document month/100 stations;

- Other data: Document month/station (point).

The utilization rate of equipment for each work step for high-value meteorological data is not calculated based on the utilization coefficients of tools and materials for each step of acquisition, control, assessment, quality classification, and transfer of data as per Article 19 of these Norms.
