Master Plan for the Network of Public Science and Technology Organizations

Specifically, according to Clause 1, Article 8 of the Law on Amendments and Supplements to a number of Articles of 11 Laws related to Planning 2018, which amends and supplements Article 10 of the Law on Science and Technology 2013, the planning of the network of public science and technology organizations is national sector planning.

The establishment of the network planning for public science and technology organizations must comply with the legal regulations on planning and the following principles:

- Build a unified and synchronous planning network for public science and technology organizations, reasonably distributed to meet the development needs of science and technology;- Link science and technology organizations with training institutions and organizations applying research results and technological development;- Ensure the achievement of the objective of enhancing national scientific and technological capacity, focusing on areas of science and technology directly serving the tasks of economic, social, defense, and security development;- Ensure effective use of state resources, promote private investment in the development of science and technology, especially in prioritized and key areas of science and technology.

The Ministry of Science and Technology organizes the establishment of the network planning of public science and technology organizations for submission to the Prime Minister of the Government of Vietnam for approval according to the legal provisions on planning.
