Management of Social Assistance and Poverty Reduction Database Accounts

According to the provisions of Circular 11/2019/TT-BLDTBXH, the login account for users to update and exploit the database is named according to the convention: For the provincial level ., for the district level .. The province and district codes are taken according to the list of codes of Vietnamese administrative units issued under Decision 124/2004/QD-TTg dated July 08, 2004, of the Prime Minister of the Government of Vietnam and relevant supplementary and adjusted documents. The account names are written continuously without diacritical marks.

The login account password is a combination of at least 8 characters, including both letters and numbers. The new password must be different from the old password.

In addition, Circular 11/2019/TT-BLDTBXH also stipulates that the process of issuing new accounts and exchanging accounts is carried out in the following order:

- The unit requesting account issuance sends a document to the agency, unit managing the database according to the decentralization and authorization of the database management;- The database management unit creates the account, guides the user on the issued account, and simultaneously sends the account issuance document to the requesting unit;- The account holder must change the password after the first login to the system.

This Circular also stipulates that account revocation is carried out in the following cases:

- The user ceases to be in charge of the work related to the account and the supervisory unit informs the database management unit in writing;- The supervisory unit has a document or the system administration unit discovers that the login account violates the regulations on system operation. The database management unit, after revoking the account, will send a notification document about the result to the supervisory unit of the system user.
