Management of Fresh Milk in the School Milk Program: Requirements and Compliance

Circular 31/2019/TT-BYT stipulates that fresh milk products used in the School Milk Program must be declared by manufacturing and trading establishments before being circulated on the market according to the regulations in Decree 15/2018/ND-CP dated February 2, 2018, by the Government of Vietnam detailing the implementation of some articles of the Law on Food Safety and Decree 155/2018/ND-CP dated November 12, 2018, by the Government of Vietnam on amending and supplementing several regulations related to investment and business conditions within the state management scope of the Ministry of Health.

In addition, labeling of fresh milk products used in the School Milk Program is carried out according to Decree 43/2017/ND-CP dated April 14, 2017, by the Government of Vietnam on labeling goods and Decision 1783/QD-BYT dated May 13, 2019, by the Minister of Health on approving the logo for milk products serving the School Milk Program.

* Note:

- Fresh milk products used in the School Milk Program that localities have bid (from the time of bid opening) to provide to Preschools and Primary Schools before Circular 31/2019/TT-BYT takes effect can be used until the quantity is exhausted according to the contracts signed and to be signed.

- The labels of fresh milk products used in the School Milk Program produced, imported, and circulated before this Circular becomes effective can continue to be used until the expiry date stated on the product label. The manufacturing and trading establishments of the aforementioned fresh milk products are responsible for declaring the quantity of labels and reporting to the Ministry of Health (Maternal and Child Health Department) before this Circular takes effect.
