Management of Fees for Certification of Eligibility for Environmental Protection in Importing Scrap

On June 19, 2017, the Minister of Finance issued Circular No. 62/2017/TT-BTC stipulating the rates, collection policies, payment, management, and use of fees for the certificate of eligibility for environmental protection in the import of scrap materials for production.

This Circular applies to organizations and individuals paying fees; fee-collecting organizations; and other organizations and individuals involved in the collection, payment, management, and use of fees for certifying environmental protection eligibility in the import of scrap materials for production.

The fee payers are organizations or individuals requesting the competent authorities to issue or re-issue the certificates of environmental protection eligibility for scrap material imports for production as guided in Circular 41/2015/TT-BTNMT dated September 9, 2015, by the Minister of Natural Resources and Environment on environmental protection in the import of scrap materials for production and any amending, supplementing, or replacing documents (if any).

Fee payers must pay the fees within 10 working days from the date of submission of the request for issuing or re-issuing the certificate. Fees are paid directly to the fee-collecting organization or deposited into the fee account pending payment to the state budget of the fee-collecting organization at the State Treasury.

The Pollution Control Department under the General Department of Environment (Ministry of Natural Resources and Environment) and the Departments of Natural Resources and Environment of provinces and cities under central authority organize the fee collection as stipulated in this Circular.

Circular 62/2017/TT-BTC is effective from August 5, 2017.
