- The staffing and labor force of the State Treasury system from 2014 shall remain stable based on the staffing and labor quotas allocated by the competent authority as of May 31, 2013. The State Treasury shall gradually organize staffing based on job position identification and appropriate official rank structure in accordance with the assigned functions and tasks conformable with the law.- In the event that the Prime Minister of the Government of Vietnam assigns additional new tasks or the state decides to split administrative boundaries, necessitating the establishment of additional provincial or district State Treasury offices, the Ministry of Finance, in coordination with the Ministry of Home Affairs, shall report to the Prime Minister of the Government of Vietnam to supplement the staffing of the State Treasury.- In addition to the allocated staffing and labor force, the State Treasury is authorized to contract work and labor contracts in accordance with the provisions of the law.
