On November 14, 2024, the Minister of Transport of Vietnam issued Circular 34/2024/TT-BGTVT regulating the operations of road toll stations.

According to the provisions of Article 10 of Circular 34/2024/TT-BGTVT, the management and exploitation of road use fee collection data from toll stations in Vietnam shall be conducted as follows:

- The Vietnam Road Administration manages and exploits the data for road use fee collections from toll stations on the electronic traffic payment database management system; exploits data on road use fee payment transactions through a login account and password provided to access the information portal for state management agencies on the Back-End system of the road use fee payment service provider.

- The provincial People's Committee organizes the management and exploitation of road use fee collection data from toll stations under local management on the electronic traffic payment database management system; exploits transaction data for road use fee payments from toll stations under local management through a login account and password provided to access the information portal for state management agencies on the Back-End system of the road use fee payment service provider.

- The road use fee payment service provider manages and exploits road use fee collection data on the Back-End system as prescribed by the service collection contract and legal regulations on electronic traffic payment.

- The collection management unit and toll operation unit manage and exploit road use fee collection data through one-stop at the toll station within the management scope. They must also synchronize data on the history of road use fee collections through one-stop at toll stations onto the Back-End system of the road use fee payment service provider.

- The collection management unit and toll operation unit are allowed to exploit data on road use fee payment transactions from toll stations within their management scope through a login account provided to access the information portal of the Back-End system of the road use fee payment service provider.

- Vehicle owners are permitted to exploit data on road use fee collections through a traffic account and electronic traffic payment application for vehicle owners on the Back-End system of the road use fee payment service provider.

- The management and exploitation of road use fee collection data must comply with legal regulations on electronic transactions, cybersecurity law, cyber information safety law, and other related legal provisions.

For further details, refer to the Circular 34/2024/TT-BGTVT (effective from January 1, 2025), which replaces Circular 45/2021/TT-BGTVT by the Minister of Transport regulating the operations of road toll stations.
