On June 19, 2017, the Minister of Finance issued Circular No. 63/2017/TT-BTC stipulating the estimation, management, use, and settlement of funds to ensure the operation of the People's Inspection Board.
The subjects of the Circular include the commune-level People's Inspection Board in communes, wards, and commune-level towns; at state agencies; public service providers; and state-owned enterprises.
The funding for the activities of the commune-level People's Inspection Board is ensured by the local budget. Based on the actual situation in the locality and the balance capability of the local budget, the People's Committee of the province or city directly under the Central Government shall submit to the People's Council at the same level to decide the funding support level for the activities of the commune-level People's Inspection Board, with a minimum level of 5 million VND/board/year and balance for the commune-level budget so that the commune-level People's Committee can allocate the funds to the People's Inspection Board for its activities.
The funding for the activities of the People's Inspectorate Board at state agencies is decided by the Head of the state agency, allocated within the scope of the annual regular expenditure estimates of the state budget assigned by the competent authority.
The funding for the activities of the People's Inspectorate Board in public service providers is decided by the Head of the public service provider, allocated within the financial resources of the unit, including the state budget expenditure estimates assigned by the competent authority, the unit's revenues, and the retained earnings (if any).
The funding for the activities of the People's Inspectorate Board in state-owned enterprises is arranged by the General Director or Director of the enterprise according to the financial capacity and is accounted for in reasonable expenses when calculating income tax according to the provisions of the Law on Corporate Income Tax and guiding documents.
Circular 63/2017/TT-BTC takes effect from August 15, 2017.
