On November 14, 2016, the Minister of Finance issued Circular 279/2016/TT-BTC stipulating the rates, collection policies, payment, management, and use of fees in food safety and hygiene.
The Circular prescribes the levels of collection, collection policies, payment, management, and use of fees in food safety and hygiene activities under the management of the Ministry of Health and the Ministry of Industry and Trade. This Circular applies to fee payers, fee-collecting organizations in food safety and hygiene activities, and other organizations and individuals involved in the collection, payment, management, and use of fees in food safety and hygiene activities.
Organizations and individuals engaged in the production, business, import, or export of food must pay fees when submitting dossiers requesting competent state agencies to grant certificates, confirmations, announcements, or inspections of food safety and hygiene conditions.
Organizations certifying compliance with standards, agencies, and organizations appointed to perform state inspections on imported food safety, and testing facilities must pay fees when submitting dossiers requesting competent state agencies to appraise testing facility conditions, certifying organizations for compliance with standards, and state inspections on food as stipulated in this Circular.
The fee rates in food safety and hygiene activities are implemented according to the Fee Schedule issued together with this Circular.
Circular 279/2016/TT-BTC takes effect from January 1, 2017, and replaces Circular 149/2013/TT-BTC dated October 29, 2013, of the Minister of Finance.
