The Minister of Finance promulgates Circular 191/2016/TT-BTC stipulating the rates, policies for collection, submission, management, and use of fees for the appraisal and evaluation of mineral reserves and the licensing fees for mineral activity permits.
According to the Circular, the fee and charge payers include organizations and individuals who must pay the licensing fee for mineral activity licenses when they are issued such licenses by competent state authorities. Organizations and individuals engaged in mineral activities must pay the appraisal fee for the evaluation of mineral reserves when submitting mineral exploration reports for appraisal and approval by competent state management agencies, in accordance with the law on minerals.
The fee and charge collecting organizations include: The General Department of Geology and Minerals of Vietnam, the Office of the National Mineral Reserve Assessment Council, and the Departments of Natural Resources and Environment of provinces and centrally run cities.
The appraisal fee for evaluating mineral reserves and the licensing fee for mineral activity licenses are specified in the Fee and Charge Tariff issued together with Circular 191/2016/TT-BTC.
