On November 15, 2016, the Minister of Finance issued Circular 289/2016/TT-BTC regulating the rates, collection policies, submission, management, and use of fees and charges in the field of cinematography.
The Circular stipulates several levels of fees for film script appraisal as follows:
+ The fee for appraising a feature film script up to 100 minutes long is 4,500,000 VND;
+ The fee for appraising short film scripts, including documentaries, scientific films, and animated films up to 60 minutes long is 1,800,000 VND;
+ The fee for appraising film scripts carried out through cooperation, film production services with foreign partners for feature films up to 100 minutes long is 7,200,000 VND;
+ The fee for appraising film scripts carried out through cooperation, film production services with foreign partners for short films up to 60 minutes long is 2,800,000 VND.
The appraisal and classification fees for films according to Circular 289/2016/TT-BTC for certain types of films are as follows:
+ Commercial films that are feature films up to 100 minutes long is 3,600,000 VND and short films up to 60 minutes long is 2,200,000 VND.
+ For non-commercial films, feature films up to 100 minutes long is 2,400,000 VND and short films up to 60 minutes long is 1,600,000 VND.
The fee for appraising film scripts, appraising, and classifying films is stipulated as the initial appraisal fee, and if the script content needs to be revised for re-appraisal, the fee will be 50% of the initial appraisal fee.
Circular 289/2016/TT-BTC takes effect from January 01, 2017, replacing Circular 121/2013/TT-BTC dated August 28, 2013, from the Minister of Finance.
