In cases where these units are entitled to pre-allocated operation costs from fee revenue as stipulated in Clause 1, Article 4 of Decree 120/2016/ND-CP, they are allowed to retain 10% of the collected fees to cover service provision and fee collection activities, and submit 90% to the state budget.- The Telecommunications Authority is allowed to retain 10% of the collected fees to cover service provision and fee collection activities, and submit 90% to the state budget.- The retained funds must be managed and utilized according to the provisions of Article 5, Decree 120/2016/ND-CP.
