Maintenance of Railway Works: Relevant Regulations

This Circular stipulates that the maintenance of railway works must meet the following requirements:

- The maintenance of railway works must be carried out according to the annual maintenance plan and the railway works maintenance process approved by the competent authority; organize maintenance implementation in accordance with Circular 16/2018/TT-BGTVT;- The maintenance of railway works must ensure the safety of people, property, and works; ensure safe and smooth transportation; prevent and combat fire and explosion and protect the environment;

- The maintenance of railway works must be carried out according to the technical regulations, standards, and maintenance procedures corresponding to that type of work approved by the competent authority;- For construction tasks not included in the published construction norms and estimates system or included but not suitable to the technical requirements, construction conditions, and specific construction methods of the work, they shall be implemented according to the provisions of the law on investment and construction management.

The contents of railway works maintenance include one, several, or all of the following tasks: inspection, monitoring, quality assessment, maintenance, repair, and renovation of railway works but do not include activities that change the functionality or scale of the works as required by the railway works maintenance procedure approved by the Ministry of Transport and the law on quality management and maintenance of construction works.
