Recently, the Minister of Finance of Vietnam has issued the Circular No. 102/2020/TT-BTC guiding the estimation, management, use and settlement of funds for election of deputies to the National Assembly and People’s Councils at all levels for the 2021-2026 term.
According to Article 4 of the Circular No. 102/2020/TT-BTC of the Ministry of Finance of Vietnam, local expenditure levels to serve the election of deputies to the 15th National Assembly are guided as follows:
1. For expenses specified in Article 2 of Circular No. 102/2020/TT-BTC: Based on the level of funding specified in Article 3 of this Circular, the level of funding for the election guaranteed by the central budget according to the announcement, the actual situation in the locality and the ability to balance the local budget, Presidents of Election Commissions of central-affiliated provinces and cities shall reach agreement with chairpersons of People's Committees of the same level and submit them to the People's Councils of provinces and cities for decision on the level of expenditure, time to enjoy specific support in the locality.
2. For specific spending tasks in the locality, in addition to the prescribed spending regimes, standards and norms: Based on the level of funding for election work guaranteed by the central budget according to the announcement and regulations of Circular No. 102/2020/TT-BTC, the actual situation in the locality and the ability to balance the local budget, Presidents of Election Commissions of central-affiliated provinces and cities shall reach agreement with chairpersons of People's Committees of the same level and submit them to the People's Councils of provinces and cities for decision on specific expenditure levels in their respective localities.
3. Other expenditures: Comply with current law provisions, make payments according to reality, and provide legal and valid payment vouchers on the basis of estimates approved by competent authorities.
