Local Driver's License Information Management Agency Responsibilities

Article 11 of Circular 07/2013/TT-BGTVT stipulates that when operating the driver's license information system, the agency directly managing the driver's license information system at the local level must be responsible for performing the following tasks:

- Receive paper files, create electronic registration files for the issuance of new or replacement driver's licenses,- Conduct inspection and approval of electronic files and update them into the driver's license information system.- Send and receive electronic files for inspection, comparison, authentication, and update into the driver's license database managed by the Directorate for Roads of Vietnam.- Authenticate the digital signature of the authorized person on electronic files for issuing driver's licenses.- Carry out the process of printing driver's licenses.- Inspect the quality of the printed driver's licenses and synchronize data into the driver's license database managed by the Directorate for Roads of Vietnam as prescribed.- Convert and update all driver's license data not made of PET material according to the specified plan and schedule.- Be responsible for the accuracy and legality of the electronic files sent or data transmitted to the Directorate for Roads of Vietnam.

Additionally, Circular 07 also stipulates the responsibilities of the agency directly managing the driver's license information system at the central level in operating the driver's license information system:

- Receive electronic files from agencies directly managing the driver's license information system at the local level for authentication and synchronization into the driver's license database managed by the Directorate for Roads of Vietnam.- Process and send back authenticated data to the agency directly managing the driver's license information system at the local level for the printing of driver's licenses.- Receive and manage driver's license data that has been converted and updated from the Departments of Transport to synchronize into the driver's license database.- Update and operate the driver's license information system website as prescribed.- Authorized persons using digital signatures on the driver's license information system must use digital certificates to digitally sign approvals for issuing driver's licenses and simultaneously safeguard and secure the digital certificates as prescribed.

Note, the storage period for training and examination data for issuing driver's licenses at the driving training centers and driving test centers shall be at least 05 years.

The storage period for training, examination, issuance, and replacement of driver's license data at the Departments of Transport of provinces, centrally-run cities shall be at least 50 years.

The storage period for driver's license data at the Directorate for Roads of Vietnam shall be at least 100 years.
