Living Allowance Rates for Distinguished Artisans with Low Income

Level 1,000,000 VND applies to individuals belonging to households with an average monthly income per capita below 50% of the statutory pay rate, including:

- Persons aged 55 years (for females) and 60 years or older (for males) without anyone obligated or entitled to support;- Individuals with severe or particularly severe disabilities;- Persons suffering from one of the long-term treatment-required illnesses.

Level 850,000 VND applies to individuals:

- Belonging to households with an average monthly income per capita from 50% of the statutory pay rate to below the statutory pay rate, including:- Persons aged 55 years (for females) and 60 years or older (for males) without anyone obligated or entitled to support;- Individuals with severe or particularly severe disabilities;- Persons suffering from one of the long-term treatment-required illnesses.- Individuals belonging to households with an average monthly income per capita below 50% of the statutory pay rate (excluding the aforementioned 03 categories).

Level 700,000 VND applies to individuals belonging to households with an average monthly income per capita from 50% of the statutory pay rate to below the statutory pay rate (excluding the aforementioned 03 categories).

Monthly living allowance application dossier includes:

- Declaration form of the individual applying for the monthly living allowance and health insurance (According to Form No. 01 attached to Decree 109);- A certified copy from the original or a copy (accompanied by the original for comparison) of the Decision conferring the title of “People’s Artisan”, “Outstanding Artisan” of the individual applying for the monthly living allowance;- A certified copy from the original or a copy (accompanied by the original for comparison) of one of the related documents as follows:- ID card for individuals without any supporter;- Disability certificate for individuals with severe or particularly severe disabilities;- Hospital discharge certificate (in case of inpatient treatment) or Consultation Records or Consultation Minutes or Hospital Medical Records or Medical Examination Book issued by medical facilities established and operating in accordance with the legal regulations on medical examination and treatment (in case of outpatient treatment) which indicate the illness requires long-term treatment for individuals suffering from one of the long-term treatment-required illnesses.

Additionally, People’s Artisans and Outstanding Artisans with low income and difficult circumstances are also supported with health insurance and funeral expenses.
