List of working positions subject to periodic transfer in culture, sports, and tourism sectors in Vietnam (Internet image)

On December 13, 2022, the Minister of Culture, Sports, and Tourism of Vietnam issued Circular 13/2022/TT-BVHTTDL stipulating the list and period of periodical change of working positions in agencies, organizations, and units under the management of the Ministry of Culture, Sports, and Tourism of Vietnam and under the management of the cultural, sports, and tourism sectors at the local government.

1. The list of working positions subject to periodic transfer under the management of the Ministry of Culture, Sports, and Tourism of Vietnam

The list of working positions subject to periodic transformation under the management of the Ministry of Culture, Sports, and Tourism includes:

* Management of budget, assets, finance, and investment in agencies, organizations, and units:

- Allocating budgets

- Accountant.

- Public procurement

- Appraisal, examination and finalization of funds in accordance with the Law on State Budget.

- Project evaluation.

- Bidding and tender management.

- Making, allocating, and managing capital plans

- Management of ODA

* Direct contact and problem solving:

- Organization of cadres

+ Evaluate personnel files to submit to competent authorities for appointment, transfer, rotation, training, and retraining of cadres, civil servants, and public employees.

+ Organize recruitment of civil servants and public employees; exam for raising the rank of civil servants and public employees; Examination for promotion of public officer's professional title.

+ Appraise documents to submit to competent authorities for approval on organizational structure and payroll.

+ Appraise projects on new establishment, rearrangement of agencies, organizations, units and state-owned enterprises, non-governmental organizations, professional associations.

+ Evaluate dossiers to submit to competent authorities for decisions on forms of emulation, commendation, and discipline.

+ Allocate training and retraining targets and budgets.

+ Manage and implement the salary regime for cadres, civil servants, public employees, and employees.

- Culture, Sports, and Tourism

+ Appraisal of the application for an international travel business license.

+ Appraisal of dossiers of request for relic ranking according to competence.

+ Appraisal of dossiers of application for permits for archaeological exploration and excavation.

+ Appraisal of dossiers of applications for permits to bring relics and antiquities that are not owned by the state or owned by political organizations or socio-political organizations abroad

+ Appraisal of dossiers of requests for written approval for the organization of art performances, contests, and festivals of various types of performing arts

+ Appraisal of the application for a license to import cultural products for non-commercial purposes.

+ Appraisal of application for decision on recognition of tourist accommodation establishment class.

+ Appraisal of project dossiers on the preservation, renovation, and restoration of national monuments and special national monuments according to the provisions of law

+ Submit for approval or agree on the construction of national monuments and special national monuments in protected area II.

- Inspect

+ Perform inspection, reception, settlement of complaints and denunciations, and anti-corruption of the unit.

+ Civil servants assigned to perform specialized inspection tasks

2. The list of working positions subject to periodic transfer within the scope of management according to the culture, sports, and tourism sectors at the local government of Vietnam

The list of working positions subject to periodic transformation under the management of the culture, sport, and tourism industries at the local government includes:

- Appraisal of dossiers of application for relic ranking according to competence.

- Appraisal of dossiers of application for urgent excavation permits.

- Appraisal of dossiers of request for written approval for organization of art performances, contests and festivals of various types of performing arts, beauty contests, and modeling contests.

- Appraisal of dossiers of application for licenses to import cultural products for non-commercial purposes.

- Appraisal of application for decision on recognition of tourist accommodation establishment class.

- Appraisal of the application for a written confirmation of the beauty and model contest abroad.

- Appraisal of project dossiers on preservation, restoration and restoration of relics at provincial, national and special national levels according to the provisions of law.

- Submit for approval or agreement on the construction of works in protected area II for national monuments and special national monuments.

3. Time limit for periodic change of working position in Vietnam

The period of periodic change of working position ranges from three (3) to five (5) years (excluding civil servants and public employees' probationary period).The time to calculate the time limit for changing working positions is the time when the competent authorities' documents on mobilization, arrangement and assignment of tasks are issued in accordance with law.
