Recently, the Minister of Health issued Circular 05/2015/BYT regarding the list of traditional medicine drugs, herbal medicines, and traditional medicinal ingredients covered by the health insurance fund.
Circular 05/2015/BYT promulgates the List of Traditional Medicine, Herbal Medicine, and Traditional Medicinal Ingredients covered by the health insurance fund, including:

The List of Traditional Medicine, Herbal Medicine, and Traditional Medicinal Ingredients (hereinafter collectively referred to as the List of Medicinal Ingredients) issued with this Circular is the basis for the health insurance fund to cover the costs of medicine and medicinal ingredients used for patients with health insurance cards at medical examination and treatment facilities that provide health insurance services.
The list of medicines is arranged into 11 groups according to traditional medicine principles and consists of 5 columns as follows:
- Column 1 records the ordinal number of the medicine in the List;- Column 2 records the ordinal number of the medicine in each group;- Column 3 records the full name of the medicine ingredients according to medicinal herb names; ingredients separated by a slash “/” are interchangeable; ingredients in parentheses “()” are optional;- Column 4 records the route of administration, standardized as follows: Oral route includes drinking, sucking, chewing, placing under the tongue; external route includes applying, massaging, sticking on skin, spraying, soaking, fumigating;- Column 5 records notable information within the prescription limit and the limit of medical facilities allowed to use the medicine.
The list of medicinal ingredients includes 349 ingredients derived from plants, animals, and minerals arranged into 30 groups according to traditional medicine principles and consists of 6 columns as follows:
- Column 1 records the ordinal number of the medicinal ingredient in the List;- Column 2 records the ordinal number of the medicinal ingredient in each group;- Column 3 records the name of the medicinal ingredient;- Column 4 records the origin of the medicinal ingredient: symbol “B” indicates ingredients cultivated or exploited from abroad; symbol “N” indicates ingredients cultivated or exploited domestically;- Column 5 records the scientific name of the medicinal ingredient;- Column 6 records the scientific name of the plant, animal, or mineral used as medicine.
