On September 29, 2023, the Minister of Natural Resources and Environment issued Circular 10/2023/TT-BTNMT providing guidance on leadership and management job positions, specialized professional titles, and employee structure by professional title in a public service unit in the industry or field of natural resources and environment.

Specifically, the list of job positions with professional titles of officials specializing in natural resources and environment is specified in Appendix II issued with Circular 10/2023/TT-BTNMT, specifically as follows:

In addition to the above list, Circular 10/2023/TT-BTNMT also promulgates a list of leadership and management positions in public service units in the natural resources and environment sectors and industries specified in Appendix I.

Regulations on principles and grounds for determining job positions and professional titles in the field of natural resources and the environment in Vietnam

Specifically, Article 3 of Circular 10/2023/TT-BTNMT stipulates the principles and grounds for determining job positions and professional titles in the field of natural resources and environment as follows:

(1) Principles for determining job positions

- Ensuring the principles specified in Article 3 of Decree 106/2020/ND-CP on job positions and the number of people working in public service units;

- Each job position must have a specific name and be associated with the position, such as leadership, management, or employee professional title class.

(2) The basis for determining leadership and management positions and professional titles in the natural resources and environment field is implemented according to the provisions of Clause 1 and Article 4 of Decree 106/2020/ND-CP on job positions and the number of people working in public service units.

Circular 10/2023/TT-BTNMT takes effect on November 20, 2023.
