List of job positions in administrative agencies, non-business units in Vietnam

The content mentioned in Circular 12/2022/TT-BNV guiding the positions of leading and managerial civil servants; shared professional expertise; supporting and serving in administrative agencies and organizations and job positions, professional titles, and shared professional titles; supporting and serving in public non-business units issued by the Minister of Home Affairs of Vietnam, effective from February 15, 2023.

List of job positions in administrative agencies and organizations in Vietnam

1. The list of leading and managerial civil servant positions is specified in Appendix I.

2. The list of shared professional civil servant positions is specified in Appendix II, including:

- Inspect;

- International cooperation;

- Legislation (for the position of international investment dispute prevention and settlement, it is used in conjunction with the positions of professional civil servants in the legal field);

- Organization of personnel (organization of apparatus and management of human resources), emulation and commendation, administrative reform;

- Office;

- Planning and finance.

Regulations on the list of job positions in terms of inspectors, personnel organization (organization and management of human resources), emulation, commendation, and administrative reform are used in conjunction with professional civil servant positions in the field of inspection and internal affairs.

3. The list of supporting and serving positions is specified in Appendix III.

List of job positions in public non-business units in Vietnam

1. The list of job positions, professional titles, and common titles in public non-business units is specified in Appendix IV, including:

- International cooperation;

- Legislation;

- Organization of personnel (organization of apparatus and management of human resources), emulation and commendation (used in conjunction with the position of professional civil servants in the field of internal affairs);

- Office (including 02 storage positions that are used in conjunction with job positions, specialized professional titles in the field of internal affairs);

- Planning and finance.

2. The list of supporting and serving positions is specified in Appendix V.

Job description and competency framework of the position in Vietnam

1. The job description and competency framework for the leading and managerial civil servant positions are specified in Appendix VI.

2. The job description and competency framework for the professional civil servant job position shared by administrative agencies and organizations are specified in Appendix VII.

3. The job description and competency framework for the job position, which are commonly used in the public non-business unit, are the same as for the job positions specified in Clause 2,
ensure compliance with the functions and tasks of the unit.

Particularly for the job positions of Class III and IV archivists, it is used in conjunction with the position of professional archivist in the field of internal affairs.

4. The job description and capacity framework for supporting and serving positions in administrative agencies and organizations are specified in Appendix VIII.

5. Job descriptions and competency frameworks for supporting and serving positions in public non-business units are specified in Appendix IX.

6. Competency frameworks and levels of employment positions, including:

- Group with general qualification;

- Group with professional qualification;

- Group with management qualification.

The level framework of each of the above groups is specified in Appendix X.
