From January 1, 2025, the list of health standards for drivers and operators of specialized vehicles in Vietnam will be implemented in accordance with the provisions of Circular 36/2024/TT-BYT.

On November 16, 2024, the Minister of Health of Vietnam issued Circular 36/2024/TT-BYT on health standards, health examinations for drivers, specialized vehicle operators; periodic health examinations for professional automobile drivers; health database for operators of motorbikes and specialized vehicles in Vietnam.

List of health standards for divers in Vietnam from January 1, 2025 according to Circular 36/2024/TT-BYT​

From January 1, 2025, health standards for drivers and specialized vehicle operators in Vietnam are specified in Appendix I issued with Circular 36/2024/TT-BYT. To be specific:

NO. SPECIALTY HEALTH STANDARDS FOR DRIVERS AND SPECIALIZED VEHICLE OPERATORS


Persons with any of the following medical conditions or disabilities are ineligible to drive corresponding vehicle categories
GROUP 1


Drivers holding A1, B1 driver licenses, and specialized vehicle operators
GROUP 2


Drivers holding A and B licenses
GROUP 3


Drivers holding C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, and DE licenses
1 PSYCHIATRY Psychiatric disorders in acute or progressive stages Psychiatric disorders fully treated but not yet stable for 6 months Psychiatric disorders fully treated but not yet stable for 24 months
2 NEUROLOGY Paralysis affecting two or more limbs - Epileptic seizures in the last 24 months (regardless of medication use);


- Paralysis affecting two or more limbs;


- Extrapyramidal syndrome;


- Deep sensory disturbances;


- Vertigo due to pathological causes
- Epilepsy;


- Paralysis affecting one or more limbs;


- Extrapyramidal syndrome;


- Superficial or deep sensory disturbances;


- Vertigo due to pathological causes
3 EYE - Distance vision using both eyes: <4/10 (including correction with glasses);


- If monocular, vision <4/10 (including correction with glasses);


- Inability to recognize the three primary colors: red, yellow, green;
- Distance vision using both eyes: < 5/10 (including correction with glasses);


- If monocular, vision <5/10 (including correction with glasses);


- Inability to recognize the three primary colors: red, yellow, green;


- Double vision, even with prism correction.
- Distance vision per eye: good eye < 8/10 or poor eye <5/10 (including correction with glasses);


- Refractive errors with lens power: > +5 diopters or > -8 diopters;


- Horizontal visual field of both eyes (nose-temple axis): < 160° widening right < 70°, widening left < 70°;


- Vertical visual field (top-bottom) above and below horizontal axis <30°;


- Hemianopia, scotoma at the corner;


- Inability to recognize the three primary colors: red, yellow, green;


- Diplopia;


- Glare diseases;


- Night vision reduction (nyctalopia).
4 ENT     Hearing in the better ear:


- Normal speech < 4m (including use of hearing aids)


- Or whisper speech minimum (better ear) < 0.4 m (including use of hearing aids).
5 CARDIOVASCULAR   - Second-degree AV block or bradycardia with clinical symptoms (even if treated but unstable);


- Heart failure from class III upwards (according to New York Heart Association - NYHA classification)
- Medically treated hypertension with max pressure ≥ 180 mmHg and/or min pressure ≥ 100 mmHg;


- Low blood pressure (max pressure < 90 mmHg) with a history of symptoms like dizziness, fatigue, drowsiness, or fainting;


- Vascular occlusion diseases, vascular malformations clinically affecting the ability to operate driving vehicles;


- Rhythm disorders: supraventricular tachycardia, ventricular tachycardia, atrial flutter, atrial fibrillation, atrial tachycardia, and sinus tachycardia > 120 cycles/min, treated but not stable;


- Ventricular extrasystole in persons with heart disease and/or from grade III upwards according to Lown classification;


- Second-degree AV block or bradycardia with clinical symptoms (even if treated but unstable);


- Angina due to coronary artery disease;


- Heart transplant;


- Post coronary revascularization intervention;


- Heart failure from class II upwards (according to New York Heart Association - NYHA classification).
6 RESPIRATORY   Diseases, conditions causing breathlessness class III upwards (according to mMRC classification) - Diseases, conditions causing breathlessness class II upwards (according to mMRC classification);


- Partially controlled or uncontrolled asthma;


- Tuberculosis in contagious phase.
7 MUSCULAR-SKELETAL Severed or non-functioning one hand or one foot and one of the remaining limbs is incomplete (severed or impaired function). Severed or non-functioning one hand or one foot and one of the remaining limbs is incomplete (severed or impaired function). - Stiff/locked large joint;


- Pseudarthrosis of any major bone;


- Excessively kyphotic or scoliosis causing spinal curvature; stiff/spinal adhesions affecting mobility function;


- Absolute length difference between two upper or two lower limbs from 5 cm upwards without support equipment;


- Severed or impaired function of two or more fingers on one hand or severed or impaired function of one foot or more.
8 ENDOCRINE     Diabetes with a history of diabetic coma within the past 01 month.
9 DRUG, ALCOHOL, NARCOTICS, SUBSTANCE USE Use of narcotic substances - Use of narcotic substances;


- Use of substances with alcohol content (applicable to periodic health exams).
- Use of narcotic substances;


- Use of substances with alcohol content (applicable to periodic health exams);


- Use of medications affecting alertness;


- Abuse of stimulants, hallucinogens.
