The Ministry of Industry and Trade of Vietnam promulgates Circular 12/2018/TT-BCT detailing some provisions of the Law on Foreign Trade Management and Decree 69/2018/ND-CP. The list of goods subject to import tariff quota management in Vietnam is stipulated as follows:

In addition, Circular 12 also stipulates the decision and announcement of import tariff-rate quotas in Vietnam as follows:
- The import tariff-rate quota of the following year for salt, poultry eggs, refined sugar, and raw sugar is determined and notified to the Ministry of Industry and Trade by the Ministry of Agriculture and Rural Development no later than November 15 each year.
- The import tariff-rate quota of the following year for raw tobacco is determined by the Ministry of Industry and Trade of Vietnam no later than November 15 each year.
- Based on international commitments, the import tariff-rate quotas that have been decided annually as per the above regulations, the Ministry of Industry and Trade of Vietnam officially announces the annual import tariff-rate quotas and stipulates the management method for each item.
Circular 12/2018/TT-BCT is effective from June 15, 2018.
