On September 29, 2020, the Ministry of Industry and Trade issued Circular 25/2020/TT-BCT on preparing plans for economical and efficient use of energy and reports on implementation thereof; implementation of energy accounting.
List of energy consumers posted on the electronic information page in Vietnam (Illustrative image)
As stipulated in Article 4 of Circular 25/2020/TT-BCT, changes must be made before December 15 of year N-1, and the Department of Industry and Trade is responsible for issuing a written request to the energy consumers within the area to report on energy usage data for year N-1, including:
- Key energy consumers in Vietnam according to the Decision of the Prime Minister of the Government of Vietnam on the approval of the list of key energy consumers for year N-2;
- Energy consumers with energy consumption from 600 TOE (or from 3.6 million kWh) in the sectors of industrial production, agriculture, and transportation; from 300 TOE (or from 1.8 million kWh) for buildings and construction works. This list of energy consumers is determined by the Department of Industry and Trade based on the statistical catalog of energy consumers for the nearest year by the General Statistics Office and the estimated accumulated electricity output for the entire year N-1 of electricity-using facilities listed as major customers by the Vietnam Electricity Corporation on the electronic information page: https://sudungdien.evn.com.vn.
- In the written request for annual energy usage reporting, the Department of Industry and Trade attaches an account and guidelines for online reporting access on the Electronic Information Page http://dataenergy.vn for energy consumers to submit their reports.
The Hanoi Power Corporation, Ho Chi Minh City Power Corporation, and the Power Companies of centrally-run provinces and cities are responsible for coordinating and providing information to the local Department of Industry and Trade regarding electrical consumption data for year N-1 of electricity-using facilities within the area, to assist in forming the annual list of key energy consumers in Vietnam.
