On October 14, 2024, the Ministry of Natural Resources and Environment of Vietnam issued Decision 3290/QD-BTNMT to announce the list of administrative procedures within the management scope of the Ministry, which are eligible to be fully processed through wholly online public services in Vietnam.

The list of central-level administrative procedures eligible for full-process online public services includes 41 procedures. The list for provincial-level procedures includes 19.

Among them, the 41 administrative procedures under the management of the Ministry of Natural Resources and Environment of Vietnam eligible for full-process online public services at the central level include:

- Environmental sector: 9 procedures:

+ Issuing a Certificate of Biosafety for Genetically Modified Crops;

+ Allowing the transfer of genetic resources abroad for study and non-commercial research purposes;

+ Registering access to genetic resources;

+ Issuing a Permit for access to genetic resources;

+ Extending a Permit for access to genetic resources;

+ Approving the association to transfer hazardous waste not included in the Environmental Permit;

+ Registering transboundary movement of hazardous waste (Approval for transboundary movement of hazardous waste registration under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal);

+ Renewing the Environmental Permit;

+ Adjusting the Environmental Permit (when changing any licensing content not prescribed at point b clause 3 and clause 4 Article 30 Decree 08/2022/ND-CP).

- Climate change sector: 13 procedures:

+ Recognizing the Third Party Entity (TPE) of a JCM project;

+ Voluntarily withdrawing the recognition of the Third Party Entity (TPE);

+ Approving methodology/amending or supplementing methodologies; Registering, approving a JCM Project;

+ Approving amended or supplemented Project Design Document (PDD);

+ Canceling registration or withdrawing from participating in a JCM project;

+ Issuing credits for a JCM project;

+ Canceling credit issuance requests for a JCM project;

+ Confirming carbon credits, greenhouse gas emission allocation quotas traded on the domestic carbon market exchange;

+ Registering programs, projects under the carbon credit trading mechanism;

+ Registering the use and allocation of production quotas, import quotas for controlled substances;

+ Adjusting, supplementing production and import quotas for controlled substances;

+ Adjusting the content of the PDD or PoA-DD Approval Letter.

- Meteorology and hydrology sector: 2 procedures:

+ Exploiting and using meteorological and hydrological information and data;

+ Requesting permission to exchange meteorological, hydrological data and climate change monitoring with international organizations, and foreign organizations and individuals.

- Water resources sector: 10 procedures:

+ Temporarily suspending the effectiveness of a groundwater exploration permit, water resource exploitation permit;

+ Returning permits for large-scale groundwater drilling operations;

+ Appraising plans to adjust multi-reservoir operation processes;

+ Calculating the charge for granting rights to exploit water resources for operational projects granted water exploitation permits but not yet approved for rights charges;

+ Reissuing permits for large-scale groundwater drilling operations;

+ Calculating the charge for granting rights to exploit water resources for non-operational projects;

+ Calculating the charge for granting rights to exploit water resources for operational projects;

+ Adjusting the charge for granting rights to exploit water resources;

+ Returning groundwater exploration permits, water exploitation permits;

+ Reissuing groundwater exploration permits, water exploitation permits.

- Surveying and mapping sector: 3 procedures:

+ Providing information, data, and products related to surveying and mapping;

+ Reissuing surveying and mapping operation licenses;

+ Renewing surveying and mapping operation licenses.

- Land sector: 2 procedures:

+ Providing land data and information;

+ Providing remote sensing imagery data and information.

- Marine and island sector: 1 procedure: Exploiting and using the marine and island resources and environment database through electronic networks.

- Geology and minerals sector: 1 procedure: Providing, exploiting, and utilizing geological and mineral data.
