On July 16, 2024, the Prime Minister of the Government of Vietnam issued Decision 655/QD-TTg on the Promulgation of the Implementation Plan of the Master Plan for the Development of the National Airport System for the period 2021 - 2030, vision to 2050.

List of 22 Airports in Vietnam prioritized for investment in the Period 2021 – 2023

According to Appendix III attached to the Plan in Decision 655/QD-TTg of 2024, the list of airport projects in Vietnam for the period 2021-2030 is as follows:

Notes: Projects expected to be invested in the period 2026 - 2030 or after 2030, if there is a need for investment to serve economic - social development and mobilize resources, must report to the Prime Minister of the Government of Vietnam for approval of earlier investment plans.

The Responsibilities of the Ministry of Transport in organizing the implementation of airport planning in Vietnam

According to Decision 655/QD-TTg of 2024, the Ministry of Transport (Hanoi, Vietnam) shall perform the following tasks:

- Organize the publication, provision of information, and archival of planning records as prescribed.

- Preside, cooperate with other ministries, central authorities, and local authorities to manage and organize the implementation of the planning.

- Preside over the review of sector-specific laws and guidance documents to facilitate planning, investment, management, maintenance, and exploitation of aviation infrastructure; improve the system of standards, regulations, and technical-economic norms.

- Prioritize balancing state budget capital in the medium-term public investment plan for the period 2026 - 2030 for the Ministry of Transport to implement urgent projects.

- Preside, cooperate with relevant agencies to report, evaluate the implementation of the airport system development planning annually, every 05 years, or unexpectedly as required by the competent authority, promptly report to the Prime Minister of the Government of Vietnam for consideration and supplement adjustments according to the provisions of the law on planning.

- Preside over coordination with ministries, sectors, and People's Committees of provinces, cities directly under the central government to make and adjust airport planning, ensuring national defense and security; cooperate with the Ministry of National Defense in researching and adjusting the plan for organizing the airspace and flight methods for military airports, proposing to add airport planning to ensure optimal exploitation and flight safety.

- Preside over consolidating, reviewing the proposals for new airport planning from localities, report to the Prime Minister of the Government of Vietnam for adding to the planning when conditions are met or for removing from the planning according to the provisions of the law on planning concerning ineffective or infeasible airports based on actual conditions and context.

- Complete the Scheme oriented towards mobilizing social capital to invest in, manage, and exploit airport infrastructure for implementation, serving as a basis for researching and improving policies, legal corridors in mobilizing social capital investment in airport infrastructure.

- Coordinate with other ministries and central authorities in implementing related contents as assigned. Coordinate with localities in researching and mobilizing resources to invest in the development of the airport system and appropriately, synchronizing land use planning with planning.
